Dear Comrades,

DAY LONG DHARNA SUSPENDED
Due to our persistent effort, CGA has fixed up a meeting with the National Executive of AICAEA on 13th November 2009.

Both Secretary General, NFCAA and Secretary General, AICAEA Cat II insisted on the officers of CGA office to convene meeting with the National Executive of AICAEA Cat II on the same.

Authorities took the position that, since AICAEA Cat II is yet to be accorded recognition under CCA (RSA) Rules 1993, formal meeting would not be convened with the representation of the Association. However, an informal meeting with the representatives of the Association shall be convened by CGA on another date.

But we are pursuing the matter and continuously demanding to convene the meetings with the National Executives of both Associations on 13th November itself.

However, considering the above developments, it has been decided that the programme of Day Cong Dharna on 10th November 2009 shall not be held. Instead, the Federal Executive shall meet on 13th and 14th November, 2009 centering the meeting with CGA and take decisions on the basis of the outcome of the meeting. It has also been decided that a revised tour programme for visiting different stations shall be decided in the Federal Executive meeting.

INCREASE MEMBERSHIP STREGTH

It is the truth that, AICAEA Cat II could not achieve its recognition due to the single reason of not having 35% paid membership. No other Employees Organization other than AICAEA Cat II in the Accounts and Audit fraternity is unrecognized. As such, this situation is causing harm not only to the interests of AAOs of Civil Accounts Organization but to the totality of Accounts and Audit Employees and officers.

Our Branches are therefore, requested to appreciate the reality and take all sincere effort for enrolling the AAOs as members of AICAEA Cat II so that it could have the recognized status before the end of 2009.

A large section of the members of AICAEA have also been observed to be not paying membership subscription. Many DDOs have not deducted and remitted subscription for months together on the other hand, our Branches and units are not also monitoring the matter regularly despite regular reminders and persuasions from Central Headquarters level.

Above situation is leading us to a condition where the numbers of membership in the record of the authorities are reducing and it is not at all a healthy sign. All Branches are therefore, requested to take appropriate action for ensuring deduction of subscription by the DDOs regularly.

REMIT 1% OF CPC ARREAR

Despite reminders, Branches/Units have not collected and remitted 1% of CPC arrear even after payment of 2nd installment of arrear (60%).

Apart from other liabilities, we are due to pay Special Contribution @ Rs:- 20/- (Rupees twenty) only per member to the Confederation of Central Government Employees before the XXXIII National Council of Confederation scheduled to be held from 4th to 6th December 2009 in Delhi.

All Branch Secretaries are therefore, requested to collect and remit the outstanding dues within 20th November 2009 positively.
