No: JAC/Circular – 05/2010                                                                                             Dated 2nd April, 2010

To

            Chief Executive of Constituent Organizations

            and Conveners, Local JACs,

Dear Comrades,

We are very happy to inform that, as per the reports received from different constituents of apex JAC  and their Branches and Units, the preparations for the mass casual leave on 8th April 2010 has picked up the required speed and it  has been progressing in a positive direction every day. It has been reported to the apex JAC that the preparations are very encouraging in All India Audit and Accounts Association, All India Audit and Accounts Officers Association, All India Civil Accounts Employees Association, All India Civil Accounts Employees Association Category II and All India Postal Accounts Employees Association. Majority of the employees of these organizations from different stations have already handed over the casual leave applications to their respective local Associations.

Observing the response to the call and enthusiasm among the rank and file membership, authorities have started taking their defensive approaches. The Administration of C&AG has requested the Employees and officers Organizations of Audit and Accounts to withdraw the programme. However, when the All India Audit and Accounts Association demanded formal approach from official side for dialogue on the issues against which the JAC has decided to go on mass casual leave on 8th April 2010, the administration of C&AG could not respond in a substantial manner other than their wishfulness. Similarly, the Authorities of CGA office has issued circular to all heads of the Departments of Civil Accounts organization asking them to threaten the employees and officers of the organization not take part in the mass casual leave. The authorities of Postal Accounts have also attempted to convey a fake assurance to the All India Postal Accounts Employees Association that they would be pursing the issues with the Govt.   These actions of the administrations reflect their subjective estimation of the strength of the organizations, callousness towards the genuine grievances of the employees and officers and unpreparedness to face the representatives of the employees' organizations.

Dear Comrades, we are marching towards the right path. Our United action shall definitely push us forward towards our objective.

Therefore, please exert you best and make the mass casual leave on 8th April 2010 a stupendous success.

With warm greetings,

(V.Bhattacharjee)

Convener.
