RESOLUTION ADOPTED IN EXTENDED FEDERAL COUNCILMEETING HELD AT DELHI ON 3RD AND 4TH OCTOBER 2012
 
This extended Federal Executive meeting of the National Federation of Civil Accounts Associations (represented by the All India Civil Accounts Employees Association and All India Civil Accounts Employees Association Category-II) held in Delhi on 3rd and 4th October 2012 noted with anguish over the installation of CCTV Camera inside the office premise of PAO, BSF, New Delhi by the Civil Accounts authorities. Monitoring of employees using CCTV is the gross invasion of privacy of employees especially women. Hence, the representatives of the Association requested CCA ,MHA during the meeting held on4th July 2012 and asked him to direct the concerned authority of PAO ,BSF New Delhi to remove the CCTV Cameras as there is  no security threat as sufficient security arrangement has been provided  in the entrance of the office. Moreover, there is no such provision under the government of India rules to install CCTV Cameras to monitor employees working inside the office room where the employees are sitting and working.
 
 During the meeting the official side alleged that employees are indulging in malpractices which compelled the authorities to install the CCTV inside the office. The staff side refuted the wild allegation made by the authorities against the innocent Gr-B & C Employees and registered its protest.  It is nothing but serious charge which questioning the honesty and integrity of entire employees of the office. After a prolonged discussion the staff side instead of taking an adamant stand, requested the authorities  to change angle of CCTC Cameras  in such a manner that the employees are able to  work comfortably without any fear of invasion of their privacy. Although the authorities had assured that they would take necessary steps in this respect but even after lapse of three months no action has been taken.
 
This meeting therefore, once again requests the CCA, Ministry of Home Affairs to direct the local administration of PAO, BSF to take necessary action in consultation with the Branch Committee members of All India Civil Accounts Employees Association South end Branch, Delhi, i. e. the PAO, BSF Delhi without any further delay.
 
This meeting resolves that, if the matter is not settled the Association shall have no other alternative but to adopt the path of agitation and the Association shall not be responsible for any disturbance of prevailing congenial atmosphere in the Civil Accounts Organization.
 
The meeting resolves to forward the Resolution to CCA, MHA and CGA.
