Subject: Filling up of vacant Posts.

Sir,
          I have been directed to convey you the serious grievances of the members of staff caused by the indifferent attitude of the authority towards long pending demands of filling the vacant posts. Though there is no reason to believe any reduction of work load since inception of this organization, sanctioned strength has been reduced arbitrarily. Further the reduced sanctioned strength is also remain unutilized as a huge number of such posts are kept vacant. One third of such sanctioned strength in the cadre of Accountant/Sr. Accountant is vacant, more than half of total MTS posts are vacant. Similar situation exists in LDC cadre.

          Such a huge no. of vacancy is not only standing in the way of introduction of new system of work, it will gradually affect the regular and routine functioning of the offices. Work like bill passing, Sending of Accounts, Pension Revisions etc., has been efficiently performed by the working employees for a long time. But persistant indifference of the authority is demoralizing the members. This may result in uncalled for and un-intentional disruption of the sincere performance of the employees.

          Under these circumstances, I would request you kindly to intervene with a view to filling at least the existing sanctioned posts.

          Pertinent to mention, Controller General of Accounts in an informal meeting with the apex held on 04/09/2012 conveyed that all the field offices has been asked to place its indent directly to the Regional Offices of Staff Selection Commission under intimation to CGA office. It is believed that such action coupled with your endeavor will definitely yield result.

Subject: Request for grant of Honorarium to the staff and officers working in different Pay and Accounts Offices of CBEC.

Sir,
          The Central Board of Excise and Customs and Commissionerates functioning under it have undergone huge expansion. The quantum of revenue earnings by the Central Board of Excise and Customs all together have also increased to a great extent. But to Commensurate the increased work load in accounting side, Government of India has not expended the strength of the officers & Employees of Accounting setup of CBEC. Rather this setup is facing acute problem of shrinkage due to retirements, resignation and non-recruitment etc.

          Considering the above conditions and appreciating the services of employees and officers, you have been kindly recognizing the sacrifices of the employees and officers by granting a token amount as honorarium to them without any discrimination every year.

          But this year, you have granted honorarium to a section of the employees of Delhi alone. This development has generated wide spread disappointment among the employees and officers. In support of this claim of ours, I am enclosing a few copies of resolutions adopted by our members working in PAOs of Trichy, Revenue Kolkata, Kolkata-I, Kolkata-II, Kolkata-III, Salem, Coimbatore, Customs Cochin, Central Excise Cochin, Chennai, Calicut and Shillong urging upon you to kindly grant honorarium to all staff members without any discrimination.

          Therefore, in continuation my verbal request to your kind self in your chamber in this respect on 12/11/2012, I request you once again to kindly grant honorarium to entirety of staff and officers of Civil Accounts setup of CBEC without any discrimination so that they are not demoralized and suffer from the feelings of discrimination.

          This Association shall be highly thankful to you, if you kindly take an early favorable decision in this regard.
