We are sure, under your able leadership and thoughtful guidance, the Civil Accounts organization shall further move forward with glory. Appointment of M.J. Joseph as Controller General of Accounts, Ministry of Finance, Department of Expenditure
Shri M.J. Joseph (ICAS-1979) has been appointed as Controller General of Accounts in Ministry of Finance. Prior to this appointment, Shri Joseph was the Director General of the Bureau of Indian Standards (BIS). Shri Joseph has served in various administrative capacities in the Government of India, working as Additional Secretary, in the Ministry of Corporate Affairs, Joint Secretary and Financial Advisor in the President Secretariat and Director in Ministry of Defence.
Shri Joseph has also worked with the International Monetary Fund (IMF) as a Public Financial Management Adviser at the IMF’s Regional Technical Assistance centre based at Dar es Salaam, Tanzania. He is a Post Graduate in International Economic Relations and studied Business Management from the University of Sydney, Australia.

MARCH TO PARLIAMENT ON 28.04.2015
At the call of National Joint Council of Action (NJCA) the Central Government Employees and workers of the country marched to Parliament on 28th April 2015 in support of their ten point Charter of Demands. More than a lakh Central Government Employees representing Confederation of Central Government Employees and workers, Railway Employees Federations and Defence Employees Federations had arrived in Delhi from different parts of the country and staged a March to Parliament on 28th April 2015.
A detailed report on the March to Parliament has been published by Confederation after a review in the National Secretariat meeting of the Confederation held on 28th April 2015 after the March was over.
EXTENDED FEDERAL EXECUTIVE MEETING
As notified, the extended Federal Executive meeting of the National Federation of Civil Accounts Associations was held on 28th and 29th April 2015 in Chugh Dharam Sala, New Delhi. Twenty two Federal Executive, Women Committee members and representatives of Branches attended the meeting. Com. G.K. Nair, President, could not attend due to ill health. Some of the office bearers of Federation from Shillong, Kolkata, Hyderabad, Mumbai, Nagpur, Lucknow and Pune were absent without intimation.
A presidium comprising Com. K. Venkatasubramanian, President, AICAEA and Com.A.K.Mehta, President, AICAEA Cat-II (both Vice-Presidents of NFCAA) presided over the meeting. They were also assisted by Com. Shantanu Bhattacharjee, Vice President, AICAEA and Com. Gautam Chakraborty, Vice President, AICAEA Cat-II.
DECISIONS OF FEDERAL EXECUTIVE MEETING
Agenda wise decisions of extended Federal Executive meeting are as below:-
1. Agenda No: - 1. Review of the decisions of Federal Executive meeting held in Delhi on 25th & 26th February 2015:-
Since the details of the decisions taken by the last Federal Executive meeting were circulated through the Circular of the Federation and subsequently in the Accounts Crusader, the meeting agreed with the proceedings and decided to undertake the review while discussing those specified agenda items.
2. Agenda Item No: - 3. Sectional demands:-
This item of agenda was taken up keeping in view the meeting called by the authorities of Pr. CCA, CBEC with the National Executives of AICAEA and AICAEA Cat-II.
a) Preparation and review of the meeting with authorities of Pr. CCA, CBEC and 29th April 2015:-
The background of development of the situation in the CBEC, anti-employee attitude of the authorities, intention of not resolving the issues and persistent harassment to the employees as well as the Association activists were thoroughly examined by the meeting. Thereafter, the twenty point Charter of demands were discussed in details and statuses of such items were considered. All Delhi based Federal Executive members participated in the initial discussion and narrated their experience about the attitude of authorities of CBEC. Subsequently, Federal Executives members from other stations also took part in the discussion and gave their opinions.
After finalizing the approach on each of the issues, it was decided that, apart from Secretary General and President of AICAEA, Com. A. Huparikar, Addl. Secretary General, Com. S.C. Bamrara, Asstt. Secretary General and Com. Ajay Kumar Patole, Vice President, AICAEA would take the lead role.
However, when the Federal Executive members representing the AICAEA & AICAEA Cat-II arrived in the office of Pr. CCA, CBEC at the scheduled time for meeting on 29th April 2015, the CCA, CBEC refused to meet the National Executives of AICAEA and AICAEACAT II and took the position that she would meet only five persons and not the National Executives members of the Associations. Instantly the Federal Executives members present at the spot took the stock of the situation and decided not to attend the meeting under the dictations of the CCA. They conveyed to CCA, CBEC that the approach of CCA being against the JCM norm and her intention are not reflecting any amenable attitude towards the employees representatives, the federal executive members would not be able to attend the meeting.
Further, the available Federal Executive members met immediately and adopted a resolution condemning adamant attitude of CCA, CBEC and forwarded the same to all concerned (copy annexed).
b) Pendency of staff problems in MHA - nonfinalization of date of meeting regarding:-
In pursuance of the decision of last Federal Executive meeting, the CCA, Ministry of Home Affairs was requested to convene a meeting and items of agenda were submitted to him. However, on the plea of March rush, the CCA, Home conveyed that the meeting shall be convened by him in April. But after taking over the change of the CCA, Home by Pr. CCA in March 2015, no meeting was fixed by the CCA, Home. As such, Secretary General approached CCA, MHA. But he did not respond. There Secretary General met Pr. CCA , MHA on 20th April 2015 and requested him to fix the date of the meeting on the items of agenda already submitted to CCA, MHA. Though he had assured to look into the matter, but no meeting was fixed by him.
In view of this, it was decided by the Federal Executives meeting that the headquarters of AICAEA shall approach the Pr. CCA, MHA once again for convening the meeting and simultaneously, all Branches shall ensure that the MHA units of their Branches also send a request letter to Pr. CCA, MHA. The draft of the letter is to be provided by the Federation headquarters.
c) Non-settlement of problems by the authorities of MH&FW & I&B etc:-
As regards the issues concerning with PAO, MH&FW unit, Kolkata, it was decided that Secretary General shall once again pursue those for arriving at an amicable settlement. Further, the unit shall raise objections to the bills preferred by DDO (S) for payment to their casual workers/outsourced workers which are of higher rates than the casual workers/outsourced workers working in PAO, Ministry of Health and Family Welfare, Kolkata.
Regarding problems in I&B units no fresh reference was received. Hence no decision was taken.
As soon as the discussions on the agenda items were over, the extended federal executive meeting observed a minutes silence to pay homage to those innocent persons who died of disastrous earth quake in the neighboring country of Nepal.
Agenda No: - 2 Review of the status of Departmental demands meeting with CGA on the demand of cadre re-structuring and charter of demands submitted.
The meeting noted that:-
1. Despite repeated requests, CGA did not respond to the request of convening meeting with the representatives of the Associations.
2. The CGA authorities have done the cadre restructuring for Group-A officers in the name of cadre review and ignored the Group-B&C officers and employees of Civil Accounts Organization.
3. One of the most important issues of enhancement of membership subscription of AICAEA Cat-II from Rs:- 20/- to Rs:- 40/- has been kept pending by the CGA office without any reason.
4. Various other issues referred by the Associations are pending for months together and no action has been taken by the CGA authorities to settle them.
Apart from the above, the meeting also noted that, since the VII CPC has indicated to recommend for replacement of pay scales only, it would be extremely damaging if the cadre restructuring is not completed before the implementation of the recommendations of VII CPC. Hence, the cadre re-structuring requires to be completed within September 2015.
In view of above observations the meeting took following decisions:-
1. A modified and coincised fresh Charter of Demands would be worked out immediately. The first demand shall be the demand of cadre review.
2. A resolution demanding meeting with CGA shall be forwarded immediately and it would follow the fresh Charter of Demands(annexed to this Circular).
3. A month long campaign should commence from 1st May 2015 and the campaign month shall end with unit wise meetings, adoption of Resolution and forwarding the Resolution to the authorities.
4. The second action programme shall be station wise day long dharna in June 2015.
5. The delegates of All India Conferences slated in the month of July 2015 in Chennai shall be urged to review and take a decision of industrial action in September 2015.
Agenda No: - 4 Organizational review:-
a) Recognition to AICAEA Cat-II and NFCAA
The meeting noted with grave concern that, the Civil Accounts authorities are not inclined to grant recognition to AICAEA Cat-II on one plea or the other and it is nearly one and a half decade the CGA authorities have not been granting recognition to the Association. This situation being detrimental to the interests of the Civil Accounts Employees as a whole, Branches were already instructed from the last federal executive meeting to send their views on re-unification of AICAEA & AICAEA Cat-II into one single Association as it was there prior to the year 2002. But, none of the Branches had officially conveyed their consent on this.
Since, the Indian Audit and Accounts department has allowed it’s All India Associations to represent the members of both category II and category III, it has been decided by the meeting that a demand of similar line should be raised and all Branches shall convey their opinion officially on re-unification of AICAEA & AICAEA Cat-II within 15th May 2015.
b) increasing membership and continuation of Foreign Service of Secretary General:-
While discussing this agenda, the meeting expressed its serious concern over the financial condition of the Association. It was observed by the meeting that, the flow of membership subscription has been declined abnormally. Subscription of even one fifth of the members had not been received by the Central Headquarters of AICAEA during the months of February and March 2015. Consequentially, the Central Headquarters is facing severe financial crisis and it would not possible for the Secretary General to draw his salary.
It was also observed by the meeting that, though the numerical strength of members have been increased in those stations where there are functional Branches but the units of the states like Uttar Pradesh, Haryana, Punjab, Gujrat, Madhya Pradesh, Chattisgarh, Bihar and Jharkhand do not extend any co-operation with regard to remittance of membership subscription.
As far as Delhi is concerned, the leadership of Delhi Branches is striving hard to further improve the subscription position. West Delhi Branches have significantly improved the membership strength. But Southend Branch of Delhi has not been responding at all.
After detailed deliberations, the meeting took following decisions so that the financial position improves and the Associations survive:-
1. Central Headquarters shall forward upto date status on the remittance of subscription by the Units/ Branches to each Branch individually.
2. All Branches shall take required actions to improve the remittance of membership subscription.
3. All defaulting units/stations would be requested by the Central Headquarters to pay their outstanding dues immediately.
c) Preparation for Joint conferences of AICAEA & AICAEA Cat-II and National Women Convention in Chennai:-
As it has been decided by the earlier federal executive meeting that the Joint All India Conferences of
AICAEA, AICAEA Cat-II and National Convention of Women’s Committee of NFCAA shall be held in Chennai from 15th to 17th July 2015, the federal executive members from Tamilnadu and Pondicherry Branches informed the house that the Receiption Committee for the Conferences has been formed by convening a meeting on16.03.2015. In addition to other Federal Executive members of Tamilnadu and Pondicherry Branches, Com. K. Venkatasubramanian, President, AICAEA and Com. V. Bhattacharjee, Secretary General were present in the said meeting. Shri A. Soundarajan, MLA is the Chairman and Com. A. Balasubramnain, Branch Secretary, AICAEA, Tamilnadu and Pondicherry Branch is the Convener of the Receiption Committee respectively. The accommodation has been booked by the Reception Committee and other preparatory works have been progressing.
The meeting appreciated the progress and directed the host Branches to go ahead with the preparations. The meeting also directed all other Branches to fulfill their financial commitments towards the conference religiously so that the conference could take place without any financial constraint.
d) Unit and Branch level conferences and Branch level women convention:-
The meeting once again reiterated the decisions of earlier meeting and decided the following-
1. All Branches shall complete the unit conferences, Branch Conferences and Branch level women’s convention within 15th June 2015.
2. All unit conferences shall be completed before the Branch Conference.
3. Branch level women Convention shall be convened alongwith the Branch conference.
4. All Branches shall invite atleast one office bearer of the Federation in their conferences in consultation with the federation headquarters.
5. Units and Branches shall select/elect the delegates for the All India Conferences and send names of the delegates well in advance to Reception Committee and respective All India Headquarters.
Agenda No: - 5
a) Participation in confederation activities.
Due to paucity of time, the meeting could not discuss this agenda item in details. However, the meeting observed that Confederation directives are being implemented by the NFCAA properly.
The decisions taken in the meetings of NJCA and Secretariat of Confederation on 27th and 28th April 2015 respectively were reported in the Federal Executive meeting. In its analysis, the secretariat meeting of the Confederation observed that the participation of confederation representatives was not upto the mark in the march to Parliament. There could be more participants. Since the NJCA has decided to organize indefinite strike from 23rd November 2015 in support of the 10 point charter of demands, the Confederation Secretariat meeting, while endorsing this decision, decided that a broad based meeting of the Confederation shall be convened and various preparatory programmes shall be adopted in that meeting.
Further, as per its earlier decision, the secretariat meeting of the Confederation has also decided that the trade union class for women Subcommittee shall be held in Hyderabad in the month of September 2015 and all affiliates of confederation shall depute allotted numbers of women Delegates.
As the JCA of Postal Employees had decided to resort to indefinite strike in support of the demands of the Employees with effect from 6th May 2015, the NFPE had requested Confederation to extend its support to the struggle of Postal Employees. Responding to this, the secretariat meeting of the Confederation had directed all affiliates to organize half day walk out on 7th May 2015.
The meeting of the extended Federal executives endorsed above decisions of NJCA and Confederation Secretariat meeting and directed the Branches and Units to take necessary preparations for implementing the decisions.
b) Participation in the JCA programmes and March to Parliament on 28th April 2015. The Confederation had allotted specified numbers of participants for each affiliate separately for the march to Parliament. National Federation of Civil Accounts Associations was directed to ensure participation of 700 (seven) hundred Civil Accounts Employees. Accordingly, members from Shillong, Kolkata, Hyderabad, Chennai, Madurai, Kerala, Mumbai, Nagpur, Jaipur and Delhi participated in large numbers. West Bengal, Andhra Pradesh, North East and Kerala Branches participated with full strength of allotted number of persons. The Delhi Branches had been ably mobilized large number of members from different units. The West Delhi Branches also participated with quite a good number of employees. But, some of the Branches/Stations did not participate at all. Inspite of being located within the city of Delhi Southend Branches of Delhi were also among the non-participants. Due to these situations, the target of 700 (seven) hundred participates had suffered a short fall of nearly 200 participants.
The meeting of the extended federal executives congratulated all those members who extended their support by participating in such a historic movement of the Central Government Employees. But at the same time, appealed upon the non participants to rise up from the slumber and join the main stream of movement.
Agenda No.:- 6. Common movement of Accounts and Audit Employees – function of JAC regarding
The meeting very disappointingly observed that the JAC has gone defunct at all level. Though the 7th CPC has been approached commonly from the platform of JAC by the Accounts and Audit Employees and Officers for recommendations of common pay scales etc, but the constituents of JAC are not responding to the call of JAC evenly. The meeting therefore, appealed upon all constituents of apex JAC to steps for revival of JAC
The meeting of the federal executives however, appreciated that the apex JAC, in pursuance of the Memorandum it has submitted, has requested the 7th CPC to grant time for oral evidence to JAC.
Agenda No.:-7.Formation of non-departmental Employees Association – review regarding
Due to paucity of time, this item of agenda was not discussed at length. However, the progress regarding this matter was observed to be not satisfactory. The meeting therefore, requested all Branches to take initiative in this matter so that the ensuing All India Conferences could take the step of forming the National level non-departmental employees Association in the Civil Accounts organization
Agenda No.:-8. Miscellaneous
Filing of case in CAT on the matter of grant of Minimum pay scale to AAOs
Some of the Federal Executive Members from Mumbai, Chennai and Delhi raised the issue of filing a case in the Pr.CAT, Delhi regarding grant of minimum pay scales to the AAOs. After review of the latest position of the case filed earlier the meeting took following decisions -
· A fresh case shall be filed in the name of the Association.
· Since Com. S.K. Vyas, Advocate engaged earlier has passed away; a new advocate shall have to be engaged.
· Fund mobilization for this purpose being the prime task, all concerned members shall remit Rs. 1000/-(Rupees one thousand) only to their respective Branches immediately.
· All Branches shall remit the amount to the Finance Secretary of AICAEA CAT II, Chennai along with list of the persons contributed.
· Examining the response of the members till 31st May, next course of action shall be taken.
With above decisions the meeting was declared concluded by the presidium.

RESOLUTIONS ADOPTED IN THE FEDERAL EXECUTIVE MEETING
(Demanding meeting with CGA)
This extended Federal Executive meeting of the National Federation of Civil Accounts Associations (NFCAA) represented by All India Civil Accounts Employees Association (AICAEA) and All India Civil Accounts Employees Association Category-II (AICAEA Cat-II) held on 28th and 29th April 2015 deliberated on the pendency of departmental demands of the Civil Accounts Employees.
It has been observed by the meeting that, the Central Headquarters of Associations have been demanding cadre review proposal for years along with other general demands and request for settlement of the same was sent, latest by 4th February 2015 to CGA and requested him to discuss the issues and take actions for their early settlement. It was also brought to the kind information of the Civil Accounts authorities by the All India Civil Accounts Employees Association vide it’s letter dated 21.01.2015 that none of the issues discussed in the meeting held between the Civil Accounts authorities and the National Executive of AICAEA and AICAEA Cat-II under the chairpersonship of Addl. Controller General of Accounts on 24th July 2014 have been settled. Moreover, some of issues which have been recorded as closed by the official side in the minutes of the meeting were not at all settled.
It has also been observed by the meeting of Federal Executive of today that, despite subsequent request to Controller General of Accounts vide AICAEA letter dated 2nd April 2015 to convene the meeting for the settlement of the items at the earliest, no response was received by the Associations from the end of Civil Accounts authorities.
This meeting therefore, urges upon the Controller General of Accounts to kindly convene the meeting with the National Executives of Associations at the earliest for discussion and settlement of the issues of Cadre review and other pending demands.
The meeting resolves that, if the request made through this resolution is ignored and no communication is received within a fortnight, the Association shall have no other alternative but adopt the path of organizational actions.

(Condemning the actions of CCA, CBEC)
This extended Federal Executive meeting of the National Federation of Civil Accounts Associations (NFCAA) represented by All India Civil Accounts Employees Association (AICAEA) and All India Civil Accounts Employees Association Category-II held today the 29th April 2015 deliberated on the incident of refusal of Smti. Krishna Tyagi, CCA, CBEC to hold meeting with the National Executives of the Associations after inviting them for the formal meeting.
It is more than a year; the authorities of the Pr. CCA, CBEC have not been conceding any of the requests of the employees, harassing them on one plea or the other and pursuing vindictive attitude towards those employees who are raising their voice against injustice and keeping relation with the Association activities. In fact, a condition of complete lawlessness is prevailing in the entire Civil Accounts setup of CBEC and the employees are confronting very serious difficulties in disposing their day to day work.
The Pr. CCA and the CCA, CBEC are not following any of the rules of the Government of India and acting according to their whims and fancies. They are not only refusing to abide by the Orders of Government of India and Controller General of Accounts applicable to the employees but have gone to the extent of refusing TA claims of the officials who have performed election duties during Loksabha and Assembly Elections. They devised their own method of staff justification ignoring the SIU norms prescribed by the Government of India for staff justification and also took the decision of declaring a section of the employees as surplus without even consulting Controller General of Accounts who is the highest authority in the Civil Accounts organization.
The obvious resultant adverse affect being the anguish, resentment and unrest among the employees, the AICAEA & AICAEA Category-II functioning under the banner of NFCAA took its best effort to resolve the deadlock across the table. But the Pr. CCA as well as CCA preferred to maintain their adamant attitude and they neither resolved any of the issues concerning with the employees including making provisions for minimum sitting arrangement of the employees nor agreed to meet the representatives of employees Associations to maintain congenial atmosphere .
Only after series of agitational actions by the NFCAA including a day long Dharna by the National level representatives of the NFCAA in front of office of the Principal CCA, CBEC on 25th February 2015, the Administration of the Office of Pr. CCA, CBEC vide letter dated 09.04.2014 informed the Association that the CCA, CBEC shall hold a formal meeting with the National Executives of both AICAEA and AICAEA Category-II on 29th April 2015. But, when the National Executive members of both Associations reached her office, in AGCR Building, New Delhi from different parts of the country, she refused to hold any meeting with the National Executives of the Associations and took the inflexible stand that she would meet only five individuals.
The action of CCA, CBEC clearly shows that she had no intention to resolve the problems but to provoke the employees Associations to react.
This meeting of Federal Executives condemns the above actions of the CCA, CBEC and demands immediate intervention and appropriate corrective actions against such type of an officer.
The meeting resolves to forward the copies of this resolution to the Secretary, Department of Expenditure, Ministry of Finance, the Secretary Department of Revenue, Ministry of Finance, the Controller General of Accounts, Ministry of Finance, the Secretary, Ministry of Power and all others concerned.

12. Grant of two financial up gradation to MTS under ACP scheme who had completed 24 years of service before implementation of MACP Scheme as has done by the O/o the Pr. of Audit and Director, Economic service Ministries, Delhi vide order No:- AMG.I/Admn-1/32 dated 24.06.2014
13. Grant of Headquarter allowance to Sr.PS/PS/Stenos posted in office of CGA.
14. Removal of anomaly in grade pay arisen in PAO, CRPF after amalgamation of the office in Civil Accounts Organization.
- As per decision of Supreme Court, payment of arrears in cash from 01.01.1996 to 18-02-2003 to Sr. Accountants due to upgradation of pay scale from 1-1-1996 .
16. Decentralization of CPAO and formation of regional offices to make the very purpose of operation of Pension Accounting Offices effective and conveniently accessible to old aged Pensioners.
17. Provision of alternative accommodation and amenities to the Central Office of AICAEA.
18. Relaxation for revision of option for fixation of pay in the revised pay structure for persons promoted to the grade of Asstt. Accounts Officer (AAO) after 01.01.2006.
19. As has been done in earlier occasions and granted by Defence Accounts Department, Grant of honorarium for checking of pay fixation cases and pension cases after implementation of 6th CPC recommendations.
20. No redeployment of retired officers and employees in the Civil Accounts Organization.
