REPORT OF 7^TH FEDERAL COUNCIL MEETING

The 7^th Federal Council meeting of the National Federation of Civil Accounts Associations was held at Jaipur on 17^th & 18^th of December 2016. 49 Federal Councilors including one woman councilor participated in the Federal Council meeting.

The flag of the NFCAA was hoisted by Com. G.K.Nair, President in the premises of Adarsh Hitkarni Trust, Sewa Sadan, Near Krishna Temple, 20 Dookan Adarsh Nagar, Jaipur on 17^th December 2016 at 11 A.M. Com. M. Krishnan,  Secretary General, Confederation of Central Government Employees and workers, Com S. S. Chauhan, President and Com. A. B. Sunil Kumar, Secretary General, All India Association of Pay and Accounts Officers, (Civil) were present during flag hoisting and offering tribute to the martyrs. All Guest leaders and Federal Councilors had offered floral tribute to the martyr’s column. After flag hoisting and offering of tribute the Inaugural Session of 7^th Federal Councilors meeting was held.

INAUGURATION

The inaugural session started at 11.30 am. To pay respect to the departed persons, one minute silence was observed by the house.  On behalf of the Reception Committee, Com. Hari Mohan Meena, Chairman, Reception Committee and President of All India Civil Accounts Employees Association, Rajasthan Branch offered welcome address. Com. V. Bhattacharjee, Secretary General, NFCAA offered the introductory speech. He gave brief on structure of the NFCAA and the demands on which the officers and employees and officers of the Civil Accounts organization are fighting unitedly under the banner of Co-ordination Committee of Civil Accounts Employees and Officers Associations. He explained the latest position of different issues and the objective of the 7^thFederal Council Meeting. The 11point Charter of Demands and the demand of Cadre Review were also explained by him.

The 7th Federal Council Meeting was formally inaugurated by Com. M. Krishnan, Secretary General, Confederation of Central Government Employees and workers. Com.  Krishnan explained the history of the Central Government Employees movement in brief and the back ground under which the Confederation of Central Government Employees & Workers has formulated the 20 Point Charter of Demands. He appealed upon the Councilors of the 7^th Federal Council to prepare the rank and file membership and make the call of nationwide strike of the Central Government Employees on 15^th February 2017 in support of the 20 point Charter of Demands a grand success. Com. B.M.Sunda, President and Com. Rajinder Singh Meena, General Secretary, Co-ordination Committee of Central Government Employees & Workers, Rajasthan were also present. On behalf of the Co-ordination Committee of Central Government Employees & Workers, Rajasthan, Com. Rajinder Singh Meena, General Secretary addressed the house and offered his greetings to the Councilors.    Com. S.S. Chauhan, President, All India Association of Pay and Accounts Officers (Civil) addressed the house and stressed need of building up united movement of employees and officers of Civil Accounts Organisation.  A. B.  Sunil Kumar, Secretary General, All India Association of Pay and Accounts Officers, (Civil), Mumbai, General Secretary, COC of Central government Employees addressed the house. He dealt about the problems facing by the officers and Employees of Civil Accounts organization and need for building up united movement of officers and employees. The Session was presided over by a presidium comprising Com.G.K.Nair, President, NFCAA, Com. Shantanu Bhattacharjee, President, All India Civil Accounts Employees Association and Com. B.S. Nagendra, President, All India Civil Accounts Employees Association Category II.  All the guest leaders invited in the Dias were felicitated by the representatives of Reception Committee. The Concluding speech and vote of thanks were offered by Com. Debraj Singha Roy, Secretary General, All India Civil Accounts Employees Association Category II.

COUNCILORS SESSION

Councilors’ session was held on 18^th December 2016 from 9.30 A.M and concluded at 4.30 P. M. For the smooth conduct of the sessions of the 7^th Federal council meeting, a Presidium comprising Com. G. K. Nair, President and Com. Gautam Chakraborty, Vice- President NFCAA was formed.

For proper recording of the proceedings of the meeting, a “Minutes Sub-Committee” with Com. Rupak Kr. Bhattacharjee (AICAEA, Guwahati) and Com. Amol Sule(AICAEACAT II, Mumbai)   was formed and for the evaluation of composition of Federal councilors of Federal Council Meeting, a “Credential Sub-Committee” with Com. Smt. Kamlesh Kumari(Delhi), Com. Naresh Khatri(Ahmedabad), Com. K.K.Yadav(Delhi)   and was constituted.

The review report of the activity of National Federation during the period between 01-10-2014 to 10-12-2016 and the audited Accounts report for 2013-14 and 2014-15 were placed by Com. V. Bhattacharjee, Secretary General and Com. Pranab Acharjee, Financial Secretary respectively for consideration of the Federal councilors.  All Branches endorsed the report submitted by the Secretary General. However, they suggested some minor amendments. Some Councilors raised certain quarries too on some of the items particularly with regard to Audited Accounts report.  After Secretary General and Financial Secretary gave the clarifications on the quarries and agreed to accept some of the suggestions given by the Councilors, the reports were unanimously adopted by the house.

COMPOSITION OF THE COUNCIL

According to the report submitted by the Credential Sub-Committee, 49(47men and 1 Women) Councilors participated in the 7^th Federal Council Meeting representing 18(Eighteen) Branches of AICAEA & AICAEACAT II from Delhi, Tamilnadu & Pondicherry, West Bengal, Kerala, Andhra Pradesh & Telengana, Mumbai, Pune, Nagpur, North east,  Gujarat and Rajasthan.

DECISIONS OF 6^TH FEDERAL COUNCIL MEETING

DEPARTMENTAL FRONT

DEPARTMENTAL DEMANDS COURSE OF ACTION TO BE TAKEN

The Meeting reviewed the status of the Charter of Departmental Demands with reference to the recommendations of 7^th CPC in respect of the Organized Accounts organizations and  the meeting held between the CGA authorities and the representatives of the Co-ordination Committee of Civil Accounts Employees and Officers Associations on 16^th November2016. Discussion was held keeping the decisions taken by the meeting of the Co-ordination Committee of Civil Accounts employees and Officers and the views generated in Central Working Committee meetings of both the affiliates held on 17^th December 2016 at Jaipur.

Initiating the discussion, Secretary General had informed the house that, no doubt the CGA authorities have been extending co-operation and kept the dialogue open, but expected progress on the issues are not visible.  In fact CGA has recommended for grant of grade pay of Rs. 5400 to AAOs on completion of four years, grant of Rs.  4600 to Sr. Accountants, grant of parity between Stenographers of Central secretariat and Civil Accounts and grant of grade of Rs.6600 and 7600 to the AO and Sr. AO respectively to the Anomaly Committee of   Finance Ministry, but CGA has not made any recommendation for other cadres. So far was other issues are concerned, some have been settled during the period under review. But it is also a fact that, on some of the major pending issues, CGA has also not taken any tangible action so far. 

After taking Branch wise views of the councilors on this agenda item, the 7^th Federal Council meeting unanimously endorsed the decisions taken by the meeting of Co-ordination Committee of Civil Accounts Employees and Officers on 17^th December 2016 and called upon the Branches and Units of the affiliates to implement the following decisions in letter and spirit and create compulsions on the authorities to resolve the demands.

·  Three week long campaign from 2^nd January, 2017 and lunch hour demonstration on 20^th January, 2017.

·      Mass Dharna at all state capitals/important centers on 23^rd February, 2017.

·      Half day walk out on 9^th March, 2017.

SECTIONAL DEMANDS– ACTIONS REGARDING

Organizational action against CBEC authorities:- Since the authorities of Pr.CCA, CBEC are neither resolving any of the issues of employees  nor conducting any meeting  with the National Executive of the Associations and pursuing total anti-employee and vindictive attitude, the 7^th Federal Council meeting  passed a resolution deploring the activities of the CBEC authorities  urged upon the Secretary Expenditure, the Secretary Revenue and the CGA to intervene and direct the Pr. CCA, CBEC to  open dialogue with the representatives of the employees with a view to resolve the grievances of the employees. The meeting further decided that, in case there is no response, country wide organizational action(s) shall be formulated by the Federation headquarters and all Branches of shall implement those action programmes unitedly.

Protest against CBDT authorities: Since the CBDT authorities are also not convening any meeting with Association inspite of several requests and on account of this many issues of the employees are pending for a pretty long time, the 7^th Federal Council meeting passed a resolution deploring the activities of the CBDT authorities too and sought intervention of the Secretary Expenditure, the Secretary Revenue and the CGA.

Problems in other departments

MHA: For quite some time past, the some of the issues of the Units of MHA are pending and the authorities are not responding to the request of the employees

I&B:  The dual administrations of Ministry of Information & Broadcasting have been functioning in parallel manner and they are not even allowing the officials to attend the PFMS training programmes arranged by CGA.

Supply: The Department of Commerce, Ministry of Commerce & Industry has decided to discontinue the Services of Director General of Supply and Disposal in the operation of purchase of jute bags by Government agencies for procurement of food grain and food storage purpose. As such, employees of DGS&D who are connected with these works have been decided to be transferred from said office to the office of the Jute Commissioner. But, decision about the substantial numbers of Civil Accounts Employees of PAO Supply, Kolkata who are also involved in these works has not been taken.

7^th federal council meeting directed the federation headquarters to take appropriate actions removing the stalemate on the above matters and at the same time directed the Branches to refer the issues to federation headquarters formally. 

JCM SCHEME - NATIONAL COUNCIL AND DEPARTMENTAL COUNCIL

During the period under review, the All India Civil Accounts Employees Association was provided a seat in the staff side National Council JCM for the first time.  It was a dream of the Civil Accounts Employees from the date of formation of the Association. Getting one seat allotted in the National Council JCM has been considered as one of the major achievements of the Associations and the 7^th Federal Council meeting has congratulated totality of the membership of NFCAA.

The Government has also formed a separate Departmental Council, JCM under the Department of Expenditure. However the council being technically defective, All India Civil Accounts Employees Association and office of CGA has been undertaking correspondences with the Department of Expenditure. 

ORGANIZATIONAL REVIEW

Following major decisions on organizational matter have been taken by the 7^th Federal council meeting--

(a)  Recognition of Associations & Federation regarding:- The 7^th Federal Council Meeting observed that, during the period under review, the AICAEA was granted recognition for five years from 28^th October 2014. But, inspite of breaking the AICAEA Category II into two pieces by the authorities, the Association is having 27% paid membership. Therefore the authorities are bound to grant recognition AICAEA Category II as second major Association. 

The7^th Federal Council meeting therefore, appealed upon the totality of the Civil Accounts employees to enroll themselves as members of All India Civil Accounts Employees Association and All India Civil Accounts Employees Association Category II. The meeting also directed the Branches of both Associations to take effort of enrolling of members.

(b)  Functioning of Units/ Branches/ Central Headquarters/ Federation Headquarters: - The review of the functioning of the organization was done on the basis of the review done by the Central Working Committee meetings of both Associations. As it was concluded by the meeting that the functioning of the organization was not upto the mark and it needs much improvements, following decisions were taken.-

1.    Unit conferences OF all Units should be completed within 28^TH February 2017.

2.     All Branches of AICAEA and AICAEA CAT II shall hold Branch Conferences after their Unit Conferences. Branch Conferences should be completed within April 2017.

3. Along with Branch Conferences, Branch level Women Convention should invariably be conducted.

4.      Secretary Generals or any other accredited National Executive member of the concerned All India Associations and Office Bearers of National Women Committee should be invited to attend the Branch Conferences.

5.     As per the decisions taken NFCAA Branches should be formed.

6.     In order to strengthen the unity between the NFCAA and AIAPAO (Civil), all NFCAA Branches should form state /region level Co-ordination Committees of two organizations before the next joint All India Conferences of AICAEA and AICAEA CAT II.

7.     Branches and Federal Executive members shall take special efforts to ensure that above decisions are implemented in letter and spirit.

8.     Representatives of NFCAA shall visit all such stations where Branches have become defunct due to various reasons. Prime responsibility of this shall rest with the Secretary Generals of two Associations.

c)Feedback from Branches:-Since non-receipt of feedback from the Branches has always been considered as the major impediment in functioning of the organization all together, the meeting specifically directed the Branches to send proper feedback on all matters to their respective Central Headquarters and Federation Headquarters without fail.

d)   Remittance of subscription: As some of the Branches are not pursuing the DDOs for deducting the subscription and sending the DD/Cheque to the new addresses of headquarters, correspondences on these matters have become a heavy burden on the Federation/ Central Head-quarters of the Associations and it has been causing serious interruption to the functions of Central Headquarters. Due to such a condition, Federation headquarters is not able to concentrate on policy matters and take up the issues of the members with the authorities promptly. The meeting had thus directed the Branch Secretaries to peruse the matters relating to deduction of subscription and sending the Cheques/DDs with the DDOs at their level and relieve the Central Headquarters from the unnecessary burden.

Some of the DDOs are remitting the membership subscription through e-payment/PFMS without any intimation to the Central headquarters of the Associations. As such, Central headquarters are not able to ascertain the DDO from the subscription has been remitted. The meeting therefore directed to request the Unit Secretaries to discuss the DDOs and request him/ her to send intimation to the Associations indicating the amount remitted, rate under which the subscription has been deducted, list of the persons from whom the subscription has been deducted and the month for which the deduction has been done.  

e)Assistance to member(s) at distress:-  One of the AAOs, Shri Jitender Prasad form Mumbai being in great distress  due to his arrest and retention in the custody of CBI was extended all help by the NFCAA and particularly by the Mumbai Branch. He is being helped physical, legal and financial support. A call for financial help to Shri Jitender Kumar was given by the NFCAA headquarters. Many Branches have responded to this call.

The 7^th Federal Council meeting decided that, it shall continue to extend its help to Shri. Jitender Prasad and

appealed upon all to extend financial support to Shri Prasad thorough Branches of Mumbai.

MOBILIZATION OF FUND

After implementation of 7CPC recommendations, the National Federation of Civil Associations has appealed upon the members to contribute Rs. 200/-(Rupees two hundred) only towards the organizational fund so that it could be shared equally by  Branches  and Federation headquarters and the fund position of both forum is improve.  It was reported in the meeting that headquarters has so far received contributions from a very few beneficiaries.

The 7^th Federal council meeting requested all defaulting units/members to remit their due contributions immediately and directed the Branches to send the share of Central Headquarters.

AMENDMENT OF CONSTITUTION

Article13. a) (Office Bearers) ii) was amended by the house on the basis of the proposal moved by the Federation Headquarters. As per the provision there were three posts of Vice Presidents. The sub-clause has been amendment in the following manner-

“ii)  Working President                  1.

  iii) Vice- President                       2”

COMMON FRONT

JAC and Common demands of Accounts and Audit Employees and Officers: - the 7^th Federal Council meeting observed that functioning of apex JAC has been stopped after February 2016 and it has become defunct. However, the meeting decided to impress upon the JAC that, united movement should be built up in the interest of the Accounts and Audit officers and employees.

Confederation and Common Movement: - Confederation is the platform of unity of Central Government Employees organizations. It is the Confederation which had compelled the Government to appoint 7^th Central Pay Commission and worked as a catalyst for uniting the entirety of the Central Government Employees under the banner of NJCA and fighting with the Government on 7 CPC related issues.

The 7^th Federal Council observed that, during the period under review, Confederation had undertaken various activities like Demonstrations, Dharnas and Strike etc. in support of the demands of the central Government Employees, Conventions, Trade Union workshops and educative trade Union classes etc. to motivate and educate the Central Government employees towards working class movements and trade union activities. In support of the 21 point demands of the Central Government Employees the confederation has now decided to resort to flowing actions-

1.  Serving strike notice on 28^th December 2016 for one day Strike on 15^th February 2017

2.  Day long joint Dharna of Central Government Employees by the state/station level COCs.

3.  One day Strike on 15^th February 2017.

The 7^th Federal Council meeting endorsed above calls and decided that, no stone shall be left unturned to make these programmes successful. The meeting also decided that extensive tour shall be conducted for the mobilization purpose. 

The 7^th Federal Council meeting also appreciated the role playing by the Civil Accounts employees in the Central Government Employees and Working Class Movements. Four representatives/leaders of Civil Accounts are holding responsible posts in the Confederation of Central Government Employees and Workers. In almost all the state level Co-ordination Committees, Civil Accounts employees are holding very responsible positions. The responsibilities of the General Secretaries of Co-ordination committees of West Bengal and Delhi are with Com. Pijush Roy and Com. V. Bhattacharjee who are members of NFCAA.  With the election of Comrade Ajay K. Patole, Branch Secretary, AICAEA, Mumbai Branch and Vice- President, AICAEA(CHQ) as General Secretary of the Co-ordination Committee, Mumbai it has been established that the NFCAA and its members are taking keen interest in mobilizing and uniting the Central Government Employees.

FELICITATIONS TO COM.R.G.BHARNE

Com.R.G.Bharne, Asstt. Secretary General, AICAEA being on the verge of retirement was offered felicitations in   the 7^th Federal Council by the A.P.&Telegnana Branches and all federal executive members. Com. Bharne has offered token contributions to Federation headquarters and Rajasthan Branch. He also offered an amount as contribution to West Bengal branches.

ELECTION OF OFFICE BEARERS

In terms of the Article 13b) of the Constitution of NFCAA, Com. Gautam  Chakraborty, Vice President, AICA-EA cat II and one of the Federal Councilors was appointment as Retuning Officer for conducting the elections.  Com. Ravishankar Tank, Branch Secretary, AICAEA, Rajasthan Branch and one of the Asstt. Secretary Gene-rals of AICAEA (CHQ) placed a list proposing to elect them as office Bearers for the next term. Com. Ajay K. Patole, Branch Secretary, AICAEA, Mumbai Branch and Vice-President, AICAEA (CHQ) seconded the propo-sal. Since no other proposal was there, the Returning Officer declared that the following Federal Councilors have been elected as the Office Bearers of the National Federation of Civil Accounts Associations for the next term.

ELECTION OF AUDITOR

Com. J. P. Meena, PAO, CBEC Jaipur has been unanimously re-elected as Auditor for the next term.

VENUE FOR JOINT ALL INDIA CONFERENCES OF AICAEA AND AICAEACAT II

It has been decided that the venue for the next joint All India Conferences of AICAEA and AICAEA CAT II shall be at Cochin.

VOTE OF THANKS

Representatives from all Branches Congratulated the AICAEA, Rajasthan Branch and offered thanks to all the organizers and volunteers for taking personal effort to make the Central Working Committee meetings and the 7^th Federal Council Meeting successful. On behalf of National Federation of Civil Accounts Associations Com. G.K.Nair President and Com. Gautam Chakraborty, Vice President offered thanks to the host Branch and also to the Councilors, Delegates, Observers and Visitors. Thereafter the 7^th Federal Council Meeting was declared over by the President.
